Practical analysis and suggestions on PPP project of domestic waste incineration power generation

As an effective way of waste resource treatment, PPP mode has been widely used in the domestic waste incineration power generation industry. Based on the author's practical experience in the consultation of PPP project of domestic waste incineration power generation, this paper briefly analyzes the key and difficult problems encountered in the process of project implementation, and discusses the key work in the early stage of project implementation, such as project site selection, waste composition analysis, land use planning and investment calculation, as well as the reasonable design of transaction structure and the definition of transaction boundary conditions that should be paid attention to in the procurement stage, for discussion and exchange between implementation agencies and industry peers.
Waste treatment is a pilot industry in which the Ministry of finance "forces" the application of PPP mode, and the project has stable power generation income and financial subsidies. Therefore, PPP waste treatment projects (this paper specifically refers to domestic waste incineration power generation projects) have mushroomed throughout the country. With the booming demand for consultation, the waste treatment PPP project has encountered many key and difficult problems in the identification, preparation and procurement stages. As the first consulting organization to enter the domestic waste incineration power generation industry, the company where the author works has an experienced professional consulting team. Based on the collective wisdom and years of practical experience, the author makes a preliminary discussion on the consulting and procurement practice of the domestic waste incineration power generation PPP project, so as to provide reference for the implementation organization and consulting peers.
